President and CEO
David Werdegar, MD, MPH
David Werdegar, MD, MPH, was appointed President and CEO in 2002, bringing many years of experience in medicine, public health, and health care administration to the organization.
From 1991 to 2000, Dave served as Director of the California Office of Statewide Health Planning and Development, helping to determine health policy for the State, monitor quality of care in health facilities, and oversee statewide programs to recruit minorities into the health care professions.
From 1985 to 1990, Dave was the Health Director of San Francisco, where he led the city’s community-wide response to the AIDS epidemic by developing a comprehensive program that emphasized prevention and early intervention. As Health Director, he also supported the expansion of community-oriented primary care services throughout the city, and established innovative programs for drug abuse treatment and care of the mentally ill.
David is a Professor Emeritus of the University of California, San Francisco, where he served as Chairman of the Department of Family and Community Medicine. He is currently Chair of the Kaiser Permanente Arbitration Oversight Board.
Executive Vice President
Ken Donnelly
Ken Donnelly has been with IOA since 1995. Prior to his current role, he served as Chief Financial Officer and Acting President. He has also held the position of Chief Financial Officer for Mount Zion Health Systems, served as Director of Finance for Conard House in San Francisco, and been the Assistant Controller for the Motion Picture and Television Fund in Woodland Hills, California.
Ken earned a Bachelor of Science degree in Accounting from the University of Oregon. He is a past President and Member of the Board of Directors of Bethany Center Senior Housing.
Vice President, Operations
Cindy Kauffman, MS
Cindy Kauffman began her professional career working with people with disabilities and received her Master’s degree in the field of Rehabilitation Counseling. She has always had an interest in working with older adults and began as a volunteer.
She has worked as a Social Worker, Educator, Counselor and Director with frail seniors and people with memory problems. Cindy provides educational lectures and training for the community, as well as professionals, on caring for people with Alzheimer’s Disease.
Cindy was formerly the President of the Board of Directors for California Association of Adult Day Services and currently serves as the chair of their Legislative Committee.
Chief Financial Officer
John Sedlander, MBA
John Sedlander has served as IOA's Chief Financial Officer since May 2006. In that role he takes responsibility for accounting, financial analysis, budgets, and reports to funding agencies.
Previously, he was Resource Development Director for West Bay Housing Corp, a non-profit organization that develops housing for adults with developmental disabilities. From 2001 through 2004 he was Director of Operations for Committee on the Shelterless, where he oversaw the project management and construction of a 130-bed homeless shelter and transitional housing facility.
John's work in non-profits followed thirty years' experience with manufacturing firms where he performed various duties including Director of Financial Analysis, Controller, and Director of Distribution. His MBA degree is from the University of Michigan.
DIRECTOR, HUMAN RESOURCES
Suzanne Harris
Suzanne has worked in the field of human resources, labor relations, and employee training for over 15 years. She previously worked as a Labor Relations Consultant at Kaiser Permanente, as Deputy Director of Human Resources for Covenant Security, and as the Senior Human Resources Representative at United Airlines.
Suzanne strives to bring fairness, compliance, consistency, and creativity to her work. She is grateful for the opportunity to support those who serve our seniors.
